Changes to liquor establishments & restaurants policy review

City Council has approved a series of liquor policy amendments aimed at modernizing operating hours and streamlining licensing for restaurants, bars, clubs, and other liquor-serving businesses. 

These were enacted in Fall 2025, following bylaw updates and implementation steps from the City of Vancouver.  

Due to ongoing backlogs in liquor processing, businesses are encouraged to apply for liquor hours extensions and patio permits at their earliest convenience. 

Key Updates for Downtown Businesses
Extended Hours for Restaurants with Liquor Service
  • Restaurants may soon operate with liquor service until 2:00 AM every night. 
  • New businesses can open at full hours immediately — no more “limited hours” period during the first few months. 
  • Eligible businesses who have applied for new extended hours may be experiencing some processing delays. This is due to job action by the BC General Employees’ Union (BCGEU), which has since resolved.  
  • To avoid additional processing delays, we encourage businesses to carefully check they have completed every step ahead of application or renewal. 
  • We will update this page as more details are released. 
Liquor Primary Establishments (Bars, nightclubs, etc.)

New standard and extended hours will depend on your location:

*Downtown includes the Downtown peninsula and the five DTES subareas of Chinatown, Gastown, Victory Square, Thornton Park, and Industrial District.

**Extended by Council motion from 3:00 AM to 4:00 AM. 

Special Event Extensions
  • The Chief License Inspector can approve up to 4:00 AM closing times for special events, up to six times per year city-wide. 

Stay up to date with the coming updates aimed at modernizing the rules around hours licensing.   

Other Changes
  • Redundant license conditions removed (those already covered by the Province). 
  • Outdated restrictions removed — e.g., certain rules around arcades. 
Next steps from the City

Since its approval, the City has: 

  1. Clarified geographic boundaries for each regulation area (complete) 
  2. Amended the bylaw to reflect changes (complete) 
  3. Announce implementation — and continue to support the Province’s liquor branch with public consultation requirements

  1. You can apply for later hours  
  2. Due to ongoing backlogs in liquor processing at the Province, businesses are encouraged to apply for liquor hours extensions and patio permits at their earliest convenience. 
  3. Current City guidelines take precedence — always verify requirements on the City of Vancouver’s website. 
  4. Downtown Van will post updates here as the City moves toward implementation
